He also said, "Once, Trump asked me, 'What do you think the president's job is?' I answered, 'It is to identify the next step for the majority of the people, not for a political party or interest group, and to create and execute a comprehensive plan.'" Woodward added, "He said, 'Oh, that's good. Great,' but he did not put it into practice." Woodward also criticized the Trump administration's response during the early stages of the COVID-19 pandemic, saying, "Former President Trump does not understand democracy."
