The Defense Industry and Nuclear Special Advisor and the Labor-Management Special Advisor were appointed as of the 26th after going through procedures such as the Personnel Committee review in September, consultation and approval of recruitment by the Ministry of the Interior and Safety, and interview examinations. They are expected to play roles such as policy consultation in the fields of defense industry and nuclear promotion and labor-management policies.
First, Hee-chang Yang, who served as a senior researcher at the Nuclear Policy Center of Seoul National University, will be appointed as the Defense Industry and Nuclear Special Advisor. Mr. Yang is an expert in the nuclear field who obtained degrees (bachelor’s, master’s, and doctorate) in nuclear engineering from Seoul National University and has conducted nuclear safety evaluations, technology policy research, and various nuclear-related projects at private companies and specialized institutions for over 10 years, publishing numerous papers at domestic and international academic conferences.
Park Young-gyu, the expected appointee for the Labor-Management Special Advisor, is a practical expert who has focused on personnel, labor, and labor-management relations at local companies for a long time and has experienced various cases occurring on the front lines. Based on his long experience in labor affairs, he also has a rich human network including labor groups, management, and the Ministry of Employment and Labor, which is expected to greatly help stabilize labor-management relations in the local community and strengthen corporate competitiveness.

A city official stated, “Given the characteristics of our city, where many defense contractors and nuclear power equipment manufacturing companies are located, it is very important to expand the future energy industry base such as hydrogen energy and SMR and to advance the K-defense industry structure through experts.” He added, “Through the recruitment of professional fixed-term positions who combine theory and practice, we will do our best to restore the ecosystem of the nationally led nuclear industry, create synergy effects with the expanding K-defense industry, and achieve sustainable economic growth based on stable labor-management relations.”
