"Strong Measures Needed Such as Suspension of Salary Payment and Full Recovery of Severance Pay for Embezzling Employees"
[Asia Economy Reporter Kim Young-won] It has been revealed that the National Health Insurance Service (NHIS) paid salaries and severance pay not only to an employee who recently embezzled 4.6 billion KRW but also to five employees who were caught embezzling in the past.
According to data submitted by the NHIS to Shin Hyun-young, a member of the National Assembly's Health and Welfare Committee from the Democratic Party of Korea, all five embezzlement cases that occurred since 2010 involved salary payments for several months even after the embezzlement was detected, and in some cases, severance pay was also paid.
Employee A, who embezzled approximately 4.3 million KRW in insurance premiums in 2014, received a total of 5,359,930 KRW in salary in three installments even after the embezzlement was detected in June 2016.
Employee B was caught embezzling 32 million KRW in 2010 in February 2012, and until being dismissed in June of the same year, received a total of 19.47 million KRW in salary over six payments. Employee B also received severance pay of 13.96 million KRW.
The NHIS discovered the embezzlement by an employee who recently embezzled 4.6 billion KRW on September 22 but paid the full salary of 4.44 million KRW the next day, September 23.

Assembly member Shin Hyun-young pointed out, "If strong measures such as suspending salary payments and fully reclaiming severance pay are not taken against employees who embezzle, improper acts like embezzlement will inevitably be repeated," and added, "A thorough review of the entire system is necessary to establish comprehensive measures to prevent recurrence."
