Ulsan City Launches Full-Scale Efforts to Lift Development Restrictions in Ulsan Area
Public Notice and City Council Consultation This Year, Ministry of Land Application Early Next Year

In August, when officials from the Ministry of Land, Infrastructure and Transport visited the Ulsan development restriction zone, the city actively explained the necessity of relocating the agricultural and marine products wholesale market, the accessibility considering the collection and distribution functions of agricultural and marine products, and the urgency due to the aging of the existing agricultural and marine products wholesale market located in Samsan-dong, Nam-gu, thereby gaining consensus.
The ‘Yulhyeon District Urban Development Project,’ which focuses on relocating and constructing the agricultural and marine products wholesale market as a major project, is expected to have the development restriction zone lifted by the second half of next year after going through public notice for residents, hearing opinions from the city council, and consultations with related organizations by the end of this year, followed by an application for lifting the development restriction zone to the Ministry of Land, Infrastructure and Transport in early next year.
The area to be lifted is a total of 687,000㎡.
Once the development restriction zone is lifted, Ulsan City will designate it as an ‘urban development zone’ and actively promote the ‘Yulhyeon District Urban Development Project.’
The ‘Yulhyeon District Urban Development Project’ will be carried out through a public development method with participation from Ulsan Urban Corporation and Korea Land and Housing Corporation (LH), investing a total project cost of 450 billion KRW. It covers an area of 687,000㎡ in Yulli, Cheongnyang-eup, Ulju-gun, with construction starting in 2024 and completion scheduled for the end of 2026.
The city plans to create an ‘Ulsan-style rural convergence and complex industry innovation hub’ by relocating and rearranging various convenience facilities and business support facilities for market workers and visitors of the agricultural and marine products wholesale market, as well as scattered agricultural-related facilities within the region.
Plans include creating an ‘open market-style agricultural and marine products specialty street’ linked to the agricultural and marine products wholesale market and building the nation’s largest ‘local food’ dedicated shopping and processing center, incorporating diverse content to attract not only citizens but also many tourists.
By concentrating various administrative agencies around the existing Ulju County Office, the city aims to provide non-stop administrative services to civil petitioners, enhancing resident convenience, and will also establish a public housing district with about 1,600 units of happy housing to ensure housing stability for low-income residents.
