Suwon City Strengthens Collection of Local Taxes and Non-Tax Revenues Arrears Until Year-End
On the 29th of last month, Suwon City held the 'Local Tax and Non-Tax Revenue Delinquency Collection Strategy Meeting' chaired by First Vice Mayor Jo Cheong-sik to discuss efficient methods for collecting delinquent payments.
View original image[Asia Economy (Suwon) = Reporter Lee Young-gyu] Suwon City in Gyeonggi Province has designated the period until the end of this year as the "Second Half Special Collection Period for Delinquent Payments" and is making every effort to collect delinquent local taxes and non-tax revenues.
The main collection measures include ▲ customized delinquent collection using big data for each delinquent taxpayer ▲ continuous operation of on-site collection task forces for high-amount delinquent taxpayers ▲ bulk sending of payment reminder notices and text messages to all delinquent taxpayers ▲ comprehensive clearance of long-term seized real estate over 10 years old ▲ ongoing field surveys by the delinquent management team ▲ focused suspension of collection on uncollectible delinquent amounts ▲ continuous seizure of deposits in secondary financial institutions for delinquent taxpayers, among others.
The customized delinquent collection using big data involves collecting delinquent amounts by recovery grade using the delinquency analysis report from the Ministry of the Interior and Safety.
For short-term delinquent taxpayers (grades 1-2), phone consultations and sending delinquency notices and text messages are conducted, while for long-term delinquent taxpayers (grades 3-5), strong measures such as property seizure, public auction notices, and home searches are implemented.
An "On-site Collection Task Force for High-Amount Delinquent Taxpayers" is also operated to track those owing 5 million KRW or more. For delinquent taxpayers owing 3 million KRW or less (local taxes and non-tax revenues), the "Delinquent Management Team" conducts field surveys, visits the residences of delinquent taxpayers to deliver delinquency notices, and connects those facing livelihood difficulties with welfare departments.
Through the delinquent management team’s field survey project, Suwon City collected 2.3 billion KRW as of the end of August. Additionally, 49 livelihood-type delinquent taxpayers were linked to welfare services such as beneficiary applications.
Furthermore, seizure of deposits in secondary financial institutions will be pursued for delinquent taxpayers owing 1 million KRW or more in local taxes and 200,000 KRW or more in non-tax revenues.
The city has set a goal of collecting 39.356 billion KRW in delinquent local taxes and non-tax revenues this year.

A city official emphasized, "Although it is not easy to collect delinquent amounts due to the ongoing triple high phenomena of high inflation, high interest rates, and high exchange rates, as well as the difficult economic situation including increased household debt, we will do our best to secure stable revenue by operating the 'Second Half Special Collection Period.'"
