O Gwang-rok, Gwangju Seo-gu Council Member, Proposes '7 Policies' at Resident-Centered Community Assembly
[Asia Economy Honam Reporting Headquarters, Reporter Shin Dong-ho] Oh Gwang-rok, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 18th that he proposed seven policies for resident-centered residents' assemblies.
He presented seven tasks necessary for the realization of true village autonomy: ▲ agenda discovery by regional representatives by zone ▲ activation of student assemblies ▲ enhancement of fairness in agenda discovery and adoption ▲ training of village activists ▲ guaranteeing residents' decision-making rights on project budgets ▲ adjusting the timing of residents' assemblies ▲ distinguishing between short-term and mid-term projects.
Councilor Oh emphasized, "Residents who know the village problems best should be able to autonomously diagnose and prescribe solutions, so residents' assemblies must be planned and developed accordingly."
He also referred to the Swiss Glarus region's residents' assembly called 'Lantsgemeinde.'
He said, "Every year, the small village squares in Switzerland are crowded with people from around the world learning participatory democracy. It is time for residents and administrative agencies to jointly consider what kind of residents' assembly model is suitable for Seo-gu, Gwangju, where more than 82% of the housing consists of apartment complexes."
