[Asia Economy Yang Nak-gyu, Military Specialist Reporter] It has been confirmed that the head of a subordinate research institute submitted his resignation just one week after the Defense Acquisition Program Administration (DAPA) began an audit. Although it was judged that there were issues with cooperation agreements with specific companies and credit card usage details, considering that more than a year remained in his term, there is an interpretation that this audit is a pressure tactic against an appointee from the previous administration.
On the 7th, a government official said, “Lim Young-il, head of the Defense Technology Promotion Research Institute (hereinafter referred to as DTPRI), expressed his intention to resign early last week after DAPA started its internal audit,” adding, “Whether the resignation will be accepted depends on the audit results.”
DAPA began an internal audit of DTPRI from the end of last month. It is known that during the audit period, DAPA is investigating Lim’s credit card usage details and cooperation agreements (MOU) with specific companies. DAPA is also expected to look into the contract relationship with Company A, which manufactured special operations rifles when Lim served as the head of the Firepower Department at DAPA. The representative of Company A, Mr. Kim, is suspected of receiving military secrets related to rifles from Mr. Song, a former Army lieutenant colonel, and providing bribes and employment at Company A. The court found the company executives and representatives guilty of leaking military secrets and terminated the special operations rifle contract. DAPA is expected to investigate whether Lim was involved in the business contract at that time.

Lim was appointed in January 2021. His term is three years. Former DAPA Administrator Wang Jeong-hong revised the articles of association in December 2020, one month before Lim’s appointment, to establish DTPRI and appointed Lim, the former head of DAPA’s Firepower Business Department, as the inaugural director.
