The Delivery Price Linkage System is a mechanism that automatically reflects changes in raw material prices in the delivery price during subcontract transactions between the original contractor and subcontractors. If introduced, it would reduce the burden on subcontractors, but concerns have been raised that efforts to reduce costs or technological innovation may be neglected, and that it may contradict market principles, making it a matter requiring discussion.
On this day, the special committee will receive reports from related ministries, including the Ministry of SMEs and Startups and the Fair Trade Commission. Currently, bills such as the "Partial Amendment to the Act on Fair Transactions in Subcontracting" and the "Partial Amendment to the Act on Promotion of Mutual Cooperation between Large, Medium, and Small Enterprises" related to the introduction of the Delivery Price Linkage System have been referred to the special committee.

In previous meetings, the special committee processed bills including the "Partial Amendment to the Transportation, Energy and Environment Tax Act" and the "Partial Amendment to the Individual Consumption Tax Act," which expand the flexible tax rate on fuels such as gasoline and diesel from the current 30% to 50% until December 31, 2024, and the "Partial Amendment to the Income Tax Act," which raised the non-taxable limit for employee meal expenses to "up to 200,000 KRW per month." These bills were finally approved at the plenary session on the 2nd.
