Incheon City Leads Proactive Administration with 'Pre-Consulting Audit'... 142 Consultations at Counseling Desk

View original image[Asia Economy Reporter Park Hyesook] Incheon City announced on the 26th that it is promoting the 'Pre-Consulting Audit' system to support proactive administration by public officials and resolve citizens' difficulties.
The pre-consulting audit is a system in which the city's audit office reviews the legality and appropriateness of work when the application and interpretation of systems and regulations are unclear or there are no precedents, and then provides opinions to assist in carrying out tasks.
Since 2020, the city has been operating an on-site consultation desk that directly visits military districts, public corporations, and public institutions. Especially from this year, on-site consultations have been conducted by subdividing themes such as construction and architecture, environment and greenery, and other general administrative fields.
A total of 36 on-site consultation desks were operated, with 7 sessions in 2020, 15 in 2021, and 14 this year, conducting 142 consultations in total.
This year, a total of 38 consultations were conducted, including 21 cases (55%) related to development projects such as construction and architecture, 7 cases (19%) related to finance such as public property and budget, and 10 cases (26%) in other general administrative areas.
The city resolved complaints from local residents regarding road installation within the planned urban development zone through regulation interpretation. Regarding the installation of temporary facilities for construction related to the extension project of Line 7 to Cheongna International City, the city reviewed relevant laws and the Ministry of Land, Infrastructure and Transport's authoritative interpretations to support smooth project progress by reducing construction costs and shortening the project period.
Additionally, through active promotional activities such as posting banners and signs, card news within various documents, and quarterly case dissemination, Incheon City has already achieved the national policy evaluation target of 37 cases for the pre-consulting audit.
