The meeting was convened to review current livelihood issues amid the ongoing economic crisis characterized by high interest rates, high oil prices, and high inflation, and to discuss follow-up measures at the provincial level for supporting vulnerable groups in line with the central government's livelihood stabilization initiatives.
To alleviate the living burdens of low-income groups and socially vulnerable populations struggling with rapid price increases, a temporary emergency living support fund of 62.2 billion KRW will be provided.
Additionally, 6.6 billion KRW will be allocated for emergency welfare support to proactively assist vulnerable groups by providing advance support for living expenses, housing costs, medical expenses, and education expenses, followed by appropriate eligibility reviews.
To facilitate this, emergency welfare counseling and application desks have been established in each eup, myeon, and dong, and applications can be submitted year-round through the Health and Welfare Call Center.
The second Wednesday of every month has been designated as 'Welfare Blind Spot Discovery Day,' during which mobile counseling centers and private discovery organizations will operate to proactively support vulnerable groups in crisis.
Furthermore, to provide emotional support for anxiety and psychological instability caused by isolation and disconnection during economic crises, a Dialogue Donation website has been launched to promote the 'Dialogue Donation Movement.'
Also, a Mind Relief Bus will be operated to visit vulnerable groups such as youth, women, the elderly, and persons with disabilities.
For safety-vulnerable seniors and young children, the 'Mind Relief Service' app, which sends alert messages to registered guardians (family members, etc.) after a smartphone non-use period of 6 to 72 hours, will be implemented nationwide for the first time.
To support the creative activities of local artists facing difficulties in cultural and artistic activities, individual artists will receive up to 3 million KRW and groups up to 5 million KRW across all basic art fields including literature, visual arts, and performing arts.
In addition, to revitalize tourism in Gyeongbuk during the summer vacation season, a project targeting domestic travel agencies will be launched with the goal of attracting 20 million visitors to the region.
Specifically, special incentives for attracting tourists (up to 450,000 KRW), train travel subsidies (up to 50,000 KRW), accommodation discounts (50,000 KRW), shared vehicle discounts (80% of rental fee, averaging 80,000 KRW), and summer vacation allowances for workers at small and medium enterprises nationwide (up to 100,000 KRW per person) will be provided.
The province plans to swiftly implement the measures prepared by each division to promptly resolve difficulties faced by vulnerable groups due to the economic crisis and stabilize livelihoods, while continuously monitoring the execution status going forward.
