According to Seoul City, heavy rain across Seoul in the morning caused the Han River water level to exceed the control standard of 4.4m at Hangang Bridge. Earlier, at 9:04 AM, vehicle traffic on Jamsu Bridge was completely restricted.
On the other hand, vehicle traffic on Dongbu Expressway, which had been restricted due to heavy rain early that morning, resumed at 11:30 AM.

Seoul City explained that as the water level of Jungnangcheon decreased, the restriction on Dongbu Expressway, which had been imposed at 6:43 AM, was fully lifted at 11:30 AM.
