18 Public Institutions Fail in Management Evaluation... Some Include Agencies with Moon's 'Albakgi Personnel' Appointments
[Asia Economy Sejong=Reporter Kwon Haeyoung] Eighteen public institutions received failing grades in the government's public institution management evaluation. Among them, some were so-called 'Albakgi personnel' appointed at the end of the previous administration under President Moon Jae-in. Attention is focused on whether this could become an opportunity for the current government to pressure the replacement of public institution heads appointed during the previous administration.
On the 20th, the Ministry of Economy and Finance held the 7th Public Institution Management Committee meeting chaired by Second Vice Minister Choi Sang-dae, where they deliberated and approved the '2021 Public Institution Management Performance Evaluation Results and Follow-up Measures' containing these details.
Among 130 target institutions, 15 received a 'D (Poor)' grade, and 3 received an 'E (Very Poor)' grade, totaling 18 institutions that failed. The counts for other grades were 23 for 'A (Excellent)', 48 for 'B (Good)', and 40 for 'C (Average)'.
Among these, some public institution heads appointed at the end of the Moon Jae-in administration, criticized by the current government and the People Power Party as 'Albakgi personnel', were included.
Those who received an E grade include Na Heeseung, President of Korea Railroad Corporation, and those who received a D grade include Jeong Gihwan, Chairman of Korea Racing Authority, and Ahn Jongju, Chairman of the Korea Occupational Safety and Health Agency, all classified as pro-Moon figures.

Jeong Gihwan, Chairman of Korea Racing Authority who took office in February this year, participated in farmers' movements and served as a policy planning committee member of the Presidential Committee on Policy Planning from December 2017 to May 2019.
