The L?gion d'honneur is the highest French order established in 1802 by Napoleon I. It is awarded by the French government to individuals who have made outstanding contributions in politics, economy, culture, and other fields or who have contributed to the development of France and the enhancement of its national prestige. Notable Koreans who have received this honor include conductor Chung Myung-whun, film director Im Kwon-taek, and former UN Secretary-General Ban Ki-moon.
According to Jo's office, having served as the Seocho District Mayor for about eight years, Jo was recognized for her contributions to strengthening relations with France, such as hosting the Korea-France Music Festival annually, establishing the Seorae Village Christmas Market, and supporting cultural exchanges between the two countries. She also supported the smooth settlement of French families in Seocho District through projects like the expansion of the French school and the installation of French language signposts and symbols on Seorae-ro. In 2016, she signed a cooperation agreement with Paris's 15th arrondissement and renamed the Seorae Village Ginkgo Park as Paris 15th Arrondissement Park, transforming it into an urban cultural space.
