Enhancing Safety Management Expertise and Providing Clear Guidance on Complex Safety Regulations to Prevent Confusion
[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 11th that, following last year's achievement as the first local government to obtain the Construction Industry Safety and Health Management System (KOSHA-MS) certification, it has prepared the "Safety Work Guidebook for Construction Stakeholders," which outlines the safety management tasks that construction stakeholders involved in Seoul city-commissioned projects must perform.
The "Safety Work Guidebook for Construction Stakeholders" was created by categorizing the essential safety management tasks by role?such as construction managers, contractors, and construction project management engineers?to clearly specify the roles and responsibilities assigned to project owners and construction management teams.
In response to recent developments such as the enactment of the Serious Accident Punishment Act and the comprehensive revision of the Occupational Safety and Health Act, safety-related laws and systems have been improved. From the perspective of construction stakeholders directly responsible for safety management, the necessary safety management tasks have been systematically classified and organized. To provide practical assistance in safety management, flowcharts and checklists for safety tasks are provided for each construction phase, tailored to construction managers (project owners), contractors, and construction project management engineers.
The guidebook enhances the professionalism of safety management tasks for construction stakeholders and clearly delineates the complex, dualized safety management duties to prevent stakeholders from shifting responsibilities onto each other. The Seoul Metropolitan Government's Urban Infrastructure Headquarters plans to distribute the guidebook to construction sites commissioned by the headquarters and make it accessible to Seoul city construction stakeholders through the "Seoul Construction Notification" and the "Construction Information Management System (ONE-PMIS)."

Lee Jeong-hwa, head of the Seoul Urban Infrastructure Headquarters, stated, "We will strive to establish a high-level autonomous safety management system at construction sites and foster a culture where all members practice safety."
