Ttukseom Sampyo Remicon Demolished After 45 Years, Seongsu-dong Area Emerging as Seoul's Top Residential Zone?

[Asia Economy Reporter Park Jong-il] Seongdong-gu (District Mayor Jung Won-oh) has confirmed the demolition of the Sampyo Remicon factory in Seongsu-dong, one of the long-awaited local projects, and held a groundbreaking ceremony for the factory demolition on the 28th, marking a new turning point for the development of the Seongsu-dong area.
At the groundbreaking ceremony for the Sampyo Remicon factory demolition, attended were Jung Won-oh, Mayor of Seongdong-gu, who has been working to resolve the Sampyo Remicon factory issue since the 6th local government term, Seoul Mayor Oh Se-hoon, and executives from Sampyo Industrial and Hyundai Steel. Sampyo Industrial plans to begin full-scale demolition in April and complete it around June.
With the demolition of Sampyo Remicon, which has been operating since 1977, starting on this day, the Han River skyline is expected to change along with the '2040 Seoul City Plan' announced by Mayor Oh Se-hoon, and Seongdong-gu is anticipated to undergo the greatest transformation centered around Seongsu-dong.
Previously, in 2015, Seongdong-gu aimed to relocate the Sampyo Remicon factory, which had been causing environmental issues such as noise and dust as well as nearby traffic congestion. The district conducted a public opinion survey and formed a promotion committee consisting of about 600 residents to actively advocate for the necessity of relocating the factory. Among these efforts, a signature campaign held from April to December 2015 gathered signatures from approximately 152,000 residents, achieving broad consensus within the community.
As a result, in 2017, Seongdong-gu reached a four-party agreement with Seoul City, Sampyo Industrial, and Hyundai Steel to complete the relocation and demolition of the Sampyo Remicon factory in Seongsu-dong by June 30, 2022. Since then, despite various challenges such as securing alternative factory sites, over 100 working-level meetings among the four parties have been held.
Accordingly, on March 3, Sampyo Industrial submitted an application for demolition permission of the Sampyo Remicon factory to Seongdong-gu, and on March 7, Seongdong-gu issued the demolition permit, successfully meeting the factory relocation deadline specified in the 2017 four-party agreement.
In particular, Mayor Jung Won-oh of Seongdong-gu has been actively committed to keeping promises to residents, starting from April last year when Mayor Oh Se-hoon visited the ‘Seoul City’s first’ vaccination center located in Seongdong-gu Office as his first official schedule after taking office, and through a one-on-one meeting in May of the same year, expressing Seongdong-gu’s determination to relocate the Sampyo Remicon factory and requesting Seoul City’s unwavering cooperation.
Thus, having succeeded in keeping promises to residents over seven years, Seongdong-gu plans to ensure safe completion of the factory demolition scheduled by June by managing on-site safety, and also intends to collaborate on the future development of the site.

At the groundbreaking ceremony, Mayor Jung Won-oh said, “This factory demolition groundbreaking signifies that Seoul City, Seongdong-gu, Sampyo Industrial, and Hyundai Steel, who agreed on the ‘factory relocation promotion’ in 2017, cooperated with strong determination and did not betray the trust of the citizens,” adding, “Beyond simple factory demolition, utilizing the site will provide a great foundation for Seongdong-gu to become the central city of Seoul.”
