The so-called Serious Accident Punishment Act, officially the "Act on the Punishment of Serious Accidents," imposes obligations on employers and management officials to take safety and health measures within workplaces.
If a serious industrial accident occurs due to violation of related obligations, the responsible management official is subject to punishment. In the case of the Office of Education and public schools, the superintendent of education is the management official, while for private schools, the chairman of the corporation's board of directors holds this role.
The safety and health management subjects under the superintendent's responsibility include approximately 50,000 educational staff such as teachers, local government officials, and educational public employees under the Gyeongnam Office of Education, as well as contractors and other business workers.
The Gyeongnam Office of Education plans to prevent industrial accidents in educational settings and create a safe educational environment by implementing the serious accident prevention plan.
They will establish a dedicated organization responsible for serious accident prevention tasks and hold a management proclamation ceremony emphasizing safety and health as core values. Professional personnel, including two safety managers and two health managers, will be assigned to build a safety and health management system.
All schools and institutions will undergo risk assessments to improve harmful factors in educational settings, and counseling, guidance, and promotional activities will be promoted to raise awareness of safety and health. Guidelines will also be prepared to respond to serious industrial accidents.
The Office of Education plans to listen to the opinions of workers regarding safety and health communication within the office and conduct industrial safety and health education targeting supervisors and field workers.
When selecting contractors, service providers, and consignment businesses, safety and health management plans will be reviewed and regularly inspected and managed to prevent industrial accidents among related workers.
