Integrated Cultural Voucher to Be Provided to All Basic Livelihood Security Recipients and Lower-Income Bracket

The Integrated Cultural Voucher will be provided to both basic livelihood security recipients and the lower-income bracket.
On the 26th, the Ministry of Culture, Sports and Tourism announced that it will invest 267 billion KRW, including 188.1 billion KRW from the national government and 78.9 billion KRW from local governments, to support all basic livelihood security recipients and lower-income bracket individuals aged 6 and above (born on or before December 31, 2016) with an annual Cultural Nuri Card worth 100,000 KRW. Until last year, benefits were given only to some applicants on a first-come, first-served basis. The Cultural Nuri Card is a public interest project established to guarantee the right to cultural enjoyment and reduce cultural disparities. It can be used at over 24,000 affiliated stores in the fields of culture, arts, travel, and sports.
Last year’s Cultural Nuri Card users will have their support funds recharged automatically without a separate application if they maintain their eligibility. Notifications will be sent via text message to eligible recipients on the 27th and 28th. Those who are not eligible for automatic recharge or wish to issue a new card can apply from the 3rd of next month until November 30th through the Cultural Nuri Card website or local community centers nationwide. The usage period is until December 31.

In line with the resumption of the Cultural Nuri Card, the Ministry of Culture, Sports and Tourism will continue its rights protection service, a system that proactively identifies those who are not benefiting from the program. A ministry official stated, "Last year, about 56,000 eligible individuals were informed about the Cultural Nuri Card, and 29,145 people received additional benefits," adding, "This year, we will further activate the service in cooperation with local governments." The scope of proxy eligibility required when minors under 14 apply will also be expanded. Until last year, only legal representatives were allowed, but the Enforcement Rules of the Cultural Arts Promotion Act will be revised to allow household heads and adult household members to apply as proxies.
