"Increase Speed Control Facilities in Children Protection Zones and Revise Safety Regulations for Electric Kickboards"
[Asia Economy Reporter Koo Chae-eun] On the 13th, the Democratic Party of Korea announced plans to increase surveillance cameras and other measures in traffic vulnerable zones such as those for children and the elderly, and to revise safety regulations for electric kickboards. Specifically, they proposed ▲expanding and improving traffic vulnerable zones ▲revising laws and systems for personal mobility devices ▲strengthening license cancellation criteria for habitual speeding, reckless, and retaliatory drivers ▲mandatory front license plates for two-wheeled vehicles ▲mandatory installation of alcohol ignition interlocks and alcohol treatment.
Park Wan-joo, chairman of the Democratic Party’s Policy Committee, stated, "The Democratic Party promises in this presidential election to create a traffic environment where pedestrians can walk safely," adding, "We present a campaign pledge to enhance pedestrian traffic safety and establish a safe pedestrian-centered traffic environment, and we will actively lead legislation and budget allocation in the future."
First, they plan to significantly expand traffic vulnerable zones for children, the elderly, and the disabled, and to increase auxiliary facilities such as surveillance cameras, speed prevention devices, and road reflectors to ensure effective enforcement of the 30km speed limit within these zones. Additionally, for electric kickboards and electric bicycles, they will establish product performance and specification standards, set road traffic standards to ensure safe operation of personal mobility devices, and expedite the passage of related bills.
Furthermore, habitual speeding, defined as exceeding the speed limit by more than 40km/h three times a year, will be subject to aggravated punishment. The criteria for license cancellation due to reckless and retaliatory driving will be strengthened, and the current one-year ban on license reacquisition will be extended. They will also mandate the attachment of front license plates on motorcycles. The government will partially subsidize the cost of plate attachment for delivery workers. Coverage of paid transportation insurance will also be expanded. Moreover, for those caught driving under the influence more than twice, the installation of alcohol ignition interlock devices in vehicles will be made mandatory.
