Kim Seong-chan, Former Democratic Party Policy Committee Vice-Chair, Announces Candidacy for Hampyeong County Governor
"Urgent Measures Needed to Overcome Local Extinction Threat as Population Falls Below 30,000"
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Former Kim Seongchan, former vice chairman of the Policy Committee of the Democratic Party of Korea Central Party, officially declared his candidacy for Hampyeong County Governor in the 8th nationwide local elections to be held on June 1.
Former Vice Chairman Kim held an online non-face-to-face press conference at 11 a.m. on the 12th due to the COVID-19 situation.
He said, “Now is the era that requires a leader who can integrate analog and digital,” and added, “Based on my knowledge and experience as a university lecturer, management consultant, and academic researcher, I have been planning solutions to Hampyeong’s current issues and future vision.”
He continued, “Our society is entering an era of intense uncertainty as it rapidly changes economically and socially due to COVID-19 and the 4th Industrial Revolution,” and stated, “I will become a communicative leader who creates proactive and leading changes based on the capability to respond to rapid changes and an innovative mindset.”
Former Vice Chairman Kim presented three major policy visions: Hampyeong where people want to stay, Hampyeong where people want to return, and Hampyeong where people want to visit again.
He emphasized, “Hampyeong is at risk of its population falling below 30,000, and urgent, drastic measures are needed to overcome local extinction,” and said, “I will significantly supplement and establish comprehensive population increase measures.”
He also proposed policies such as improving living conditions through education, medical care, and culture to enhance quality of life, expanding smart agriculture and fisheries, promoting basic income for farmers, strengthening youth welfare, and introducing new content for future tourism.
He expressed his ambition to make the Wolya and Haebo areas, linked with the Bitgreen Industrial Complex, a new opportunity for Hampyeong’s development.

Former Vice Chairman Kim appealed, “Having grown up in the analog era valuing a handwritten postcard and the importance of public telephones, and possessing the ability to use computers freely, my generation is well-suited to be leaders of this era,” and urged, “Please nurture Kim Seongchan as a figure for Hampyeong’s future.”
