The local community is in turmoil over the construction of a landmark tower with a height of 103 floors in Songdo International City, Incheon Free Economic Zone. Songdo residents insist that the tallest tower in Korea should be built, while citizens and environmental groups are firmly opposed to constructing a supertall building. The Incheon Free Economic Zone Authority has negotiated with a private developer (Bluecore Consortium) for over eight months and proposed an optimal height of 103 floors (420m), but it seems to be receiving criticism from both sides.
The Incheon Free Economic Zone Authority recently held a public briefing to unveil the blueprint for the development project in the central area of Songdo Districts 6 and 8. The plan centers on a supertall building of 103 floors (420m) around an artificial waterfront lake covering 1.28 million square meters, along with an urban theme park featuring an amusement park and a giant Ferris wheel, an 18-hole public golf course, residential, commercial, and exhibition facilities. The core of the project is the 103-floor (420m) tower. If actually built, it would become the second tallest building in Korea after the Lotte World Tower in Jamsil (555m, 123 floors).
This is not the first time a supertall building has been planned on this site. In 2007, Songdo Landmark City LLC was granted exclusive development rights by the Incheon Free Economic Zone Authority and pursued the '151-floor (610m) Incheon Tower.' However, the plan was scrapped in 2015 due to deteriorating development conditions amid the global financial crisis. Since then, with a new private developer, the construction of a supertall building is being pushed again after more than seven years. The difference from before is that the height has been reduced from the tallest in Korea to 103 floors, making it the second tallest building in the country.
In response, Songdo residents have reacted strongly. They are dissatisfied with the long delay in developing the central area of Songdo Districts 6 and 8, and they are frustrated that the building, which they have persistently demanded to be the tallest in Korea, is not only abandoned but also lower than the City Tower (448m) to be built in Cheongna International City, thus falling to number two even within Incheon.
A representative of a Songdo residents' group said, "Incheon is part of the metropolitan area and an international city, but it has not yet acquired a stature befitting its status," adding, "A landmark tower symbolizing the tallest building in Korea is necessary for such a city." Residents also have high expectations that the waterfront (scheduled for completion in 2027), which connects the 151-floor tower, the giant Ferris wheel, the lake, and waterways in a 'ㅁ' shape, will be developed as a representative tourist resource of Incheon.

View original imageOn the other hand, citizen groups argue that "the era of competing for height is over." They emphasize that the focus should be on what kind of design the landmark embodies, not how tall it is. Especially since the Green Climate Fund (GCF) is located in Songdo and the 'GCF Complex' is being promoted, building a supertall building that emits massive amounts of carbon is considered environmentally unfriendly. Some architects also recommend focusing on a design landmark that symbolizes Korea and Songdo International City rather than obsessing over height.
At a forum held last November, Lee Myung-sik (professor at Dongguk University) and president of the Korean Council on Tall Buildings and Urban Habitat said, "The Burj Khalifa in Dubai is symbolic as the world's tallest building, but when a 1 km tall building is constructed in Saudi Arabia in 2022, the symbolism of height will disappear." He added that it is more important to establish a landmark that everyone wants to visit rather than focusing on supertall architecture, citing Singapore's Marina Bay Sands and Australia's Sydney Opera House as examples.
It seems clear that not being obsessed with supertall buildings is a global trend and the spirit of the times. However, since the original plan for 151 floors was scrapped and the supertall building is being pursued again, it will not be easy for Songdo residents to let go of their attachment to having the tallest building in Korea.
Frankly, in a situation where the land supply price and the allowed apartment sale volume for the development site have not been disclosed, it is questionable whether the '103 floors' proposed by the Incheon Free Economic Zone Authority is convincing.
