CARE is persuading the man to relinquish ownership of the abused dog and is reportedly planning to file a complaint with the police regarding this matter.
According to media reports on the 10th, CARE activist Park So-yeon stated, "Around 10 a.m., three activists went to Eunpyeong-gu to find an 82-year-old man, Mr. A, suspected of animal abuse."
CARE has currently secured the dog safely and separated it from Mr. A. It is reported that Mr. A abused the dog because he "disliked and was angry at the dog." Furthermore, he is said not to recognize the violence he inflicted on the dog as abuse.
The dog is a Maltese breed about one year old and is very fearful of its abusive owner. CARE is also persuading Mr. A's family to relinquish ownership of the dog, and Mr. A is expected to be reported to the police for violating the Animal Protection Act.
Previously, the day before, CARE posted a 15-second video on their social media account, stating, "This happened on the 9th in front of Seonil Girls' High School in Yeonsinnae, Eunpyeong-gu."

View original imageIn the released video, a man is seen holding the leash of a white Maltese dog and shaking it in the air. Because of this, the dog struggles while hanging from the leash. Despite the dog showing signs of pain, the man ignores it, throwing the dog onto the ground and hitting it multiple times with his hand, repeatedly abusing it.
Regarding the video, CARE explained, "The dog was hanging helplessly, barely able to resist, but the abuser, seemingly still angry, hit the dog hard again, assaulting it," calling it "a clear act of animal abuse."
They added, "We will report this abuser for violating the Animal Protection Act. If anyone knows the identity of this person, please report it. Even before receiving reports, we will begin searching from tomorrow morning and will definitely rescue the dog."
Meanwhile, there is a precedent where a dog owner was punished for a similar abuse case. On April 24 last year, the Daegu District Court Pohang Branch Criminal Division 3 (Judge Park Jin-sook) sentenced two women in their 20s, charged with violating the Animal Protection Act, to fines of 1 million won each.
At that time, the court stated, "Animals also feel pain. Especially companion animals should be properly protected, and swinging them in the air like playing 'Sbuljae' (a traditional Korean game) is a serious offense."
