National Police Agency Implements 'Comprehensive Measures for Preventing and Eradicating Police Sexual Crimes'... "Establishing a Gender-Equal Organizational Culture"
[Asia Economy Reporter Lee Gwan-joo] The National Police Agency announced on the 9th that it will establish and implement the "2022 Comprehensive Measures for the Prevention and Eradication of Sexual Crimes in the Police," focusing on strengthening prevention and response to sexual crimes within the organization.
This comprehensive plan was prepared to upgrade the measures established in August 2020 and to continuously monitor whether the sexual crime response process is properly operating in the field. Additionally, new tasks centered on building prevention and protection systems, such as opening channels for field opinion collection and strengthening the protection of victims' rights, will be promoted.
The police will first focus on fostering a gender-equal organizational culture, which is the foundation for preventing sexual crimes, to encourage participation from all members. To this end, they will establish field-centered communication channels involving members from various levels to discuss problems and improvement plans regarding organizational culture and systems, and further consider integrated measures across generations and genders that transcend all discrimination within the organization. In the future, to enhance the gender sensitivity of new police officers, who will be the key to creating a gender-equal organizational culture, the quality of gender equality education for new officers will also be upgraded by developing customized standard education plans targeting the MZ generation and improving the gender equality capabilities of dedicated instructors.
Along with this, while maintaining a strict punishment policy for sexual crime cases and strengthening managerial accountability, the police will establish separation measures between perpetrators and victims and review expanding personnel disadvantages for perpetrators. Even after case closure, psychological counseling for victims will continue to be supported, and the system to protect victims' rights will be strengthened by tracking and monitoring the occurrence of secondary damage based on victims' consent.

A National Police Agency official stated, "After drafting the plan through consultations among relevant departments, it was finalized as a final version reflecting expert advice through reports to the Police Agency Gender Equality Committee and the Police Commission," adding, "To enhance the execution power of the plan, quarterly monitoring through the Police Agency Gender Equality Committee will also be thoroughly implemented."
