Changwon City Publishes E-book Containing Policy Changes for 2022
Introduction of 38 Policies in 5 Fields

[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Sang-hyun] Changwon City, Gyeongnam, ahead of the launch of its special city status on the 5th, produced and shared with citizens the "2022 Policy Changes," a book and e-book containing information on newly implemented or changed systems and policies this year that help citizens' daily lives.
The newly changed policies and systems this year cover 38 items across five fields: welfare, women, and health; economy and taxation; general administration and society; fire safety; and environment.
In the welfare, women, and health sector, starting from the launch of the special city status on the 13th, the standard for the basic property amount deducted when calculating the total property for social welfare benefits will be raised to the same standard as large cities. As a result, about 10,000 more citizens will receive social welfare benefits, with an additional total benefit of 17 billion KRW.
The "First Meeting Voucher," which provides 2 million KRW per newborn to families, jointly implemented by the city and the government, also stands out. This is additional support separate from the city's existing "Birth Celebration Fund" (500,000 KRW for the first child, 2 million KRW for the second and subsequent children), expected to help alleviate the economic burden on parents raising children.
The city will also provide an infant allowance of 300,000 KRW per month up to 23 months of age for babies born in 2022. Additionally, long-term childcare workers at daycare centers will receive a longevity allowance to improve job satisfaction and create a stable childcare environment.
Furthermore, the city will promote 17 welfare policies covering all social classes, including "Changwon-type dedicated daycare centers for zero-year-olds, the first in Gyeongnam," "expansion of the Women's Voucher Plus Project," and "customized housing environment improvement projects for elderly living alone."
In the economy and taxation sector, the focus is on creating an environment where young people can settle down.
First, transportation expenses will be expanded for university students using the "Nubija" transportation card. Previously, only students attending universities located in Changwon City benefited, but from this year, university (graduate) students, students on leave, and those with deferred graduation enrolled in universities in Gyeongnam Province can receive 30,000 KRW per person for the annual Nubija membership fee.
Additionally, eight diverse policies will be implemented, including "expansion of youth startup allowance support," "allowance payments for farmers, foresters, and fishers," "Yellow Umbrella Hope Incentive support," and "expansion of interest support for small and medium enterprise development funds."
In the general administration and social sector, along with the metropolitan transfer discount system implemented between Changwon and Haman in November last year, a metropolitan bus information system will be established in October to provide bus arrival information between the two areas.
Once the metropolitan bus information system between the two regions is established, it is expected to provide quick and efficient transfer information to citizens using the transfer discount system, making public transportation more convenient.
Other policies include "complete prohibition of parking and stopping in school zones," "introduction of shared-type Plus Nubija," and "support for signboard maintenance for startups and business owners in their 20s and 30s," totaling five policies.
In the fire safety sector, from June this year, the scope of multi-use facilities will be expanded. The Changwon Fire Headquarters plans to strengthen safety management for newly added business types, including escape rooms, kids cafes, and comic cafes.
The city will promote five policies, including the "LPG container household facility improvement project" and the "opening of the Changwon Citizen Safety Experience Center," taking the lead in protecting citizen safety.
In the environmental sector, since the end of November last year, the city has been operating the "AI Recycling Automatic Collection Machine" project, which returns cash. Currently, it operates at five locations within the city (Uichang Sports Center, Changwon Sports Park, Happo Sports Center, Masan Baseball Center, and Jinhaeru).
When citizens directly insert transparent PET bottles and cans into the "AI Recycling Automatic Collection Machine," they earn 10 points per item, which can be redeemed for cash once 2,000 points or more are accumulated.
Moreover, the city is implementing three policies, including "enforcement of restrictions on driving vehicles with emission grade 5," and "expansion of solar power supply support," proactively responding to the climate crisis and establishing itself as an environmental ecological city where nature and people coexist.
The "2022 Policy Changes" containing the above information have been published in e-book format and posted on the city website under "City Homepage → City News → Major City Policies → 2022 Policy Changes," allowing citizens to access the materials anytime.
