President Moon: "The Biggest Challenge in Returning to Normal Life, 'Quarantine Wall' an Inevitable Measure" (Comprehensive)

[Asia Economy Reporter Ryu Jeong-min] President Moon Jae-in stated at the 53rd Cabinet Meeting held at the Blue House on the 7th, “The number of confirmed cases, critically ill patients, and deaths are all increasing, and with the Omicron variant overlapping, the situation is very serious,” adding, “This is the greatest hurdle that must be overcome to protect the lives and safety of the people while moving toward the recovery of daily life.”
President Moon said, “We have come this far after nearly two years of fighting a war against COVID-19,” and added, “If we unite with one heart and do our utmost to block the spread early and stabilize the medical system, we can steadily move forward on the path to recovery of daily life.”
President Moon emphasized, “The next four weeks are critically important. The government will mobilize all its capabilities with the determination that the success of special quarantine measures is tied to the success of K-Quarantine,” and requested, “We ask for the public’s understanding regarding the government’s unavoidable measures to raise the quarantine barrier once again.”
President Moon said, “Recent breakthrough infection cases and the Omicron variant strongly indicate the importance of the third vaccination,” and added, “It is fortunate that vaccination for adolescents is gaining momentum recently, and the third dose vaccination is also being fully implemented.”
President Moon also emphasized the need to support other self-employed workers affected by the strengthened quarantine measures.
Furthermore, President Moon stated, “As the COVID-19 situation worsens globally, more countries are closing their borders, and global economic uncertainty is increasing,” and instructed, “In particular, please closely monitor the global supply chain and strengthen efforts to resolve difficulties in raw material procurement and logistics for our companies.”
President Moon urged, “In a situation where prices are rising sharply worldwide, we must also be thorough in price management. Especially, please focus on managing living expenses so that the grocery bills of ordinary citizens do not become a burden on their livelihoods.”
Regarding the new year’s budget bill passed by the National Assembly plenary session on the 3rd, President Moon said, “It is fortunate that next year’s budget bill was smoothly passed,” and requested, “Each ministry should thoroughly prepare from now so that the budget confirmed by the National Assembly can be executed immediately from January next year.”
Meanwhile, President Moon ordered drastic measures against voice phishing crimes. He expressed concern, saying, “Criminal groups impersonating employees of financial institutions, the prosecution, the Financial Supervisory Service, and other state agencies are increasingly committing face-to-face extortion crimes where cash is directly handed over.”
President Moon called it “an antisocial crime that must be eradicated as it pushes the lives of ordinary people to the brink,” and said, “The government should promptly prepare drastic measures to eradicate cybercrime.”

President Moon instructed, “Please expand the dedicated investigation teams, strengthen cybercrime investigation capabilities, and establish an organic cooperation system among the financial and communication investigation sectors,” adding, “Please also build an integrated reporting system to quickly remedy damages, continuously inform the public about criminal methods, and advance systems that can prevent damage in advance.”
