Sanggye Jugong 1-danji Takes On Regulatory 'Direct Breakthrough'... Challenges Second Safety Inspection for Reconstruction
[Asia Economy Reporter Ryu Tae-min] One of the largest reconstruction projects in Nowon, Seoul, the Sanggye Jugong 1 Complex in Nowon-gu, is challenging the second phase of the reconstruction safety inspection.
According to industry sources on the 21st, Sanggye Jugong 1 Complex applied for the second safety inspection, the adequacy review, on the 11th. The complex received a conditional reconstruction D grade (47.5 points) in the first safety inspection, the detailed safety diagnosis, last month. The reconstruction safety inspection proceeds in the order of preliminary safety diagnosis → first safety inspection (detailed safety diagnosis) → second safety inspection (adequacy review), and to proceed with reconstruction, the complex must receive a grade of D or lower among grades A to E in the safety inspection. For a D grade, reconstruction is confirmed if the adequacy review by public institutions such as the Korea Institute of Civil Engineering and Building Technology and the National Land Safety Management Institute is finally passed.
Built in 1988, this apartment complex is a mid-rise complex with a maximum of 15 floors above ground, consisting of 24 buildings and 2,064 households. It is a station-area complex located in front of Junggye Station on Subway Line 7, composed of units ranging from 32 to 68 square meters (exclusive area). Among the reconstruction complexes in the area, the fastest progressing one is Complex 5, which completed its maintenance zone designation in January this year. In addition, among the 16 Sanggye Jugong complexes, nine complexes?1, 2, 3, 7, 9, 11, 13, 14, and 16?have passed the preliminary safety diagnosis and are awaiting the detailed safety diagnosis.
In the Sanggye-dong area, some reconstruction complexes have failed at the final safety inspection stage, leading to an increase in complexes postponing progress until the presidential election next year. Sanggye Jugong Complex 3 decided to postpone the ongoing detailed safety diagnosis in July. Complex 6, located nearby, concluded last month to postpone the second detailed safety diagnosis, originally planned for this year, to next year.

Nevertheless, Sanggye Jugong 1 Complex is pushing forward with the adequacy review because it believes the low score in the detailed safety diagnosis indicates a high possibility of passing the second safety inspection. A representative of the Sanggye Jugong 1 Complex Reconstruction Promotion Committee said, “We passed the first safety inspection with the lowest score compared to any other complex in Seoul,” adding, “Residents are confident that there will be no problem passing the second safety inspection.” In fact, Complex 1 received 47.5 points in the detailed safety diagnosis, which is lower than the 48.9 points of Taereung Woosung, the oldest reconstruction complex in the area.
