President Moon explained, "Humans are the slowest growing animals. It takes at least one year to walk and more than ten years for the brain to fully develop. During this period, children imitate and learn from adults' behaviors and become members of society."
President Moon said, "Parents also live different lives while raising children and nurture love through the child's cries. We all have become special beings by influencing each other in this way."
President Moon emphasized, "People cannot be anyone's property or be treated carelessly. This is even more true for children."
President Moon evaluated, "In January this year, we united our will that 'no corporal punishment can be tolerated' and abolished the parental disciplinary authority clause in the Civil Act for the first time in 63 years. Since March, we have implemented the 'Immediate Separation System' to protect children from suspected abusers. We have taken a step forward from a society that tolerates corporal punishment to a society that protects children from all violence."
