Oh Se-hoon's 'Rapid Integration' Redevelopment... Will Candidate Sites Emerge in Gangnam Area?

[Asia Economy Reporter Kim Hyemin] Among the 102 sites participating in the “Rapid Integrated Planning” redevelopment project led by Mayor Oh Se-hoon, a large number of applications have come from the last remaining redevelopment areas in the Gangnam district, drawing attention.
According to Seoul City on the 1st, six sites in the Gangnam area, including four in Gangnam-gu and two in Songpa-gu, participated in the Rapid Integrated Planning redevelopment project application.
In Gangnam-gu, Daechung Village in Irwon-dong applied for redevelopment divided into four zones: B, C, D, and E. This area near Daechung Station on Subway Line 3 is densely packed with single-family homes over 30 years old, making it the top priority redevelopment area in Gangnam. Earlier this year, Zone D was strongly considered as a candidate for the government-led “Urban Public Housing Complex Project” but was ultimately rejected, mostly because it is classified as a Type 1 General Residential Area.
Subsequently, residents sought to secure consent rates for Mayor Oh Se-hoon’s redevelopment by dividing the area with many Type 1 General Residential Areas into Zone E, and reportedly secured about 40% consent to apply. Zone C around 649 Irwon-dong secured nearly 65% consent. If any of these candidate sites are finally selected, it will be the first time Gangnam-gu is included in a redevelopment project led or supported by the public sector.
In Songpa-gu, the last remaining development sites in Machon New Town, Machon Zone 2 and Zone 5 (Seongdang Zone), applied. Currently, Zones 1, 3, and 4 are undergoing redevelopment, but Zone 2, located in the middle and near Subway Line 5, remains a preservation management zone and has not progressed with redevelopment. Machon Seongdang Zone was also designated as a redevelopment zone but was later deregulated. If these zones are finally selected as Rapid Integrated Planning candidates, the puzzle of Geoyeom and Machon New Town will be completed.
Meanwhile, in Yongsan-gu, 11 sites including Seogye-dong and Cheongpa-dong submitted applications en masse. These areas had applied for public redevelopment last year but were rejected due to the Residential Maintenance Index system. In Gwangjin-gu, Zones 1, 2, and 3 of Jayang 4-dong, which were hindered by the Type 2 General Residential Area 7-floor height restriction, participated in the application. Ahead of the Rapid Integrated Planning application, the city removed all regulations including the Residential Maintenance Index and the Type 2 7-floor restriction, opening participation opportunities for them.

The final candidate sites will be recommended by the autonomous districts by the end of next month, with up to four zones judged suitable for private redevelopment applications based on whether they meet redevelopment zone designation requirements, consent rates, and exclusion criteria. The city will select about 25 final sites through a selection committee. This selection will comprehensively consider not only physical conditions such as aging but also the status of low-rise aged residential areas by district, housing supply plans, apartment development plans, and housing price trends.
