Police Conduct Special Crackdown on Two-Wheeler Traffic Violations for 3 Months
[Asia Economy Reporter Lee Jung-yoon] The Seoul Metropolitan Police Agency announced on the 4th that it will implement a "Special Traffic Safety Measures for Two-Wheel Vehicles" for three months starting this month to prevent traffic accidents and correct disorder such as traffic violations amid the spread of two-wheel vehicle delivery culture.
According to the police, the number of fatalities in two-wheel vehicle traffic accidents this year reached 58, a 23.4% increase compared to the previous year, with the main causes of accidents identified as failure to drive safely and signal violations by two-wheel vehicles. In addition, two-wheel vehicle fatality accidents caused by violations such as signal violations and crossing the center line by automobiles accounted for 41.4% of the total, indicating a high proportion.
In particular, more than half of the two-wheel vehicle fatal accidents involved delivery workers, showing that delivery two-wheel vehicles have a significantly higher risk of accidents. Accordingly, the Seoul Police will conduct special crackdowns on risk factors of two-wheel vehicle traffic accidents such as signal violations and center line crossing by two-wheel vehicles and automobiles.
First, crackdowns will be conducted using maximum enforcement equipment around commercial facility-dense areas during peak accident times from 10 a.m. to 2 p.m. and from 8 p.m. to midnight.
The scope of undercover patrol cars, which mainly operate on dedicated roads, will be expanded to general roads, and mobile enforcement will be conducted by filming inside vehicles during patrols by regular patrol cars to encourage citizens to drive safely even when patrol cars or enforcement cameras are not visible.
Additionally, 30 to 40 motorcycles from the traffic patrol unit will be concentrated in areas with frequent two-wheel vehicle accidents, and crackdowns utilizing their mobility will be carried out. Simultaneous crackdowns will also be conducted on two-wheel vehicles that deliberately cover or damage license plates to evade enforcement and repeatedly violate regulations to ensure enforcement efficiency.
Furthermore, the police plan to visit delivery companies to implement customized measures to reduce two-wheel vehicle fatal accidents, including education for owners and workers, compliance checks, and publicity.
They will identify the status of two-wheel vehicle delivery companies by region and assign traffic police officers to each delivery company on a 1:1 basis to promote that business owners supervise delivery workers' compliance with traffic laws and check for violations such as unlicensed driving, drunk driving, and forced or abetted reckless driving.
Regular meetings will be held with delivery companies and related organizations to institutionalize discussions for securing delivery workers' safety, and discussions on measures such as AI recommended dispatch systems will continue to eradicate smartphone use while driving, which poses a high risk of traffic accidents. Additionally, ring-shaped leaflets and reflective stickers warning of traffic accident risks will be produced and distributed on-site during crackdowns on two-wheel vehicle and other violators to raise drivers' awareness.
