Samsung, After Hesitation, May Choose US Investment Tailor City... Incentives Confirmation in Final Countdown

As Samsung and U.S. state governments, who have been engaged in intense negotiations over tax incentives, recently sped up talks, they have moved one step closer to deciding the location for an investment worth about 20 trillion won. Expectations are growing that Samsung's decision will be made soon, drawing attention to whether Vice Chairman Lee will visit the U.S.
According to materials released by Taylor City, Texas, on the 6th, the Taylor City Council and Williamson County will hold a joint meeting on the afternoon of the 8th. At this meeting, the city council and county will review the investment plan submitted by Samsung Austin Semiconductor, and Mayor Brand Riedel of Taylor City is expected to present a resolution allowing the execution of tax reduction contracts and development agreements with Samsung. The resolution includes Samsung Electronics' plan to invest $17 billion (about 20 trillion won) in a 6 million square feet (approximately 557,418㎡) area within Taylor City, which is expected to create 2,585 new jobs and 785 indirect jobs, along with additional economic development opportunities. The city council will approve the provision of incentives based on this. Samsung Electronics representatives are also expected to attend the meeting and make related remarks.
Taylor City emerged as a prominent candidate for investment after Samsung submitted a tax incentive application to the Taylor Independent School District (ISD) at the end of June. Subsequently, on the 20th of last month, the state of Texas determined that Samsung's investment plan met the requirements of the tax incentive program 'Chapter 313' and judged that it could provide tax reduction benefits worth $314.11 million over the next 15 years. Following this, a meeting regarding the city council resolution was scheduled. Additionally, on the 9th, the day after the meeting, the Taylor City Council plans to hold a public hearing for establishing a tax reduction investment zone. The site under discussion was mentioned as the target area for Samsung Electronics' investment in the agenda materials for the meeting on the 8th. Locals are interpreting these developments as indicating that "a significant announcement is expected at this meeting."
However, Samsung maintains that the investment location has not yet been finalized. A Samsung Electronics official said, "Nothing has been decided yet," adding, "We are negotiating with various state and city governments." Negotiations are ongoing with local governments regarding candidate locations including Austin and Taylor in Texas, Goodyear and Queen Creek in Arizona, and Genesee County in New York. On the 1st, Chuck Schumer, the U.S. Senate Majority Leader from the Democratic Party, visited the Science, Technology, Advanced Manufacturing Park (STAMP) in his district, Genesee County, New York, and mentioned that Samsung is still considering New York as a potential investment site.
