Naju City Holds 'Civil-Government-Military Joint Meeting' to Prevent Landslides on Geumseongsan Mountain
[Naju=Asia Economy Honam Reporting Headquarters Reporter Kim Yuk-bong] Jeonnam Naju City (Mayor Kang In-gyu) announced on the 30th at 2 p.m. that it held a 'Joint Civil-Government-Military Meeting on Geumseongsan Landslide Prevention' hosted by the Geumseongsan Committee of the Civil-Government Joint Committee and the environmental organization Green Union in the main conference room of the city hall.
This joint meeting was organized as a detailed task linked to the major policy project promoted by Naju City, 'Designation of Geumseongsan as a Provincial Park and its transformation into a Citizen's Park,' including discussions on landmine removal, relocation of military units, and phased opening of the mountain summit.
In particular, the meeting focused on diagnosing the risk of landslides on Geumseongsan, which can cause serious casualties and property damage when they occur, and discussing risk management measures for military facilities located in landslide blind spots and national-level countermeasures.
Attendees included Mayor Kang In-gyu, the standing chairman of the Civil-Government Joint Committee; Seo Jae-cheol, full-time expert committee member of Green Union and co-chairman; Park Gyu-gyeon, policy chairman; and Kim Min-sik, director of the Korea Forest Science Institute.
The meeting was chaired by Policy Chairman Park Gyu-gyeon and proceeded with viewing and briefing of the joint civil-government investigation site video related to Geumseongsan landslides, expert presentations, Q&A sessions, and discussions.
Mayor Kang In-gyu said, "We will promote the designation of Geumseongsan as a provincial park to fully return it to the citizens, creating a safe zone through complete removal of landmines, promoting phased and permanent opening of the mountain summit, and revoking the designation of Sanpo emergency runway. I hope this meaningful meeting will allow the civil, government, and military sectors to share the issues of landslide risks on Geumseongsan due to climate change and establish future countermeasures."
The first presenter, Director Kim Min-sik, analyzed the landslide risk of Geumseongsan based on Korea Forest Service data such as 'landslide risk grades' and 'debris flow damage prediction' under the theme 'Geumseongsan Landslide Risk Diagnosis and Countermeasures.'
He also explained the on-site briefing and risks of four landslide risk points revealed during last month's joint field investigation.
Director Kim stated, "Military facilities and access roads at the summit of Geumseongsan are significantly exposed to landslide and debris flow disaster risks, raising concerns about casualties and property damage in downstream areas during heavy rainfall. Active measures by the Air Force and military authorities, such as installing structures like check dams to prevent landslides, and preventive measures by the Korea Forest Service and local governments are necessary."
Following this, Seo Jae-cheol, co-chairman of the Geumseongsan Committee, explained the 'Current Status and Countermeasures of Military Facility Mountain Disasters' covering climate crisis and disaster, landslides and mountain disasters, blind spots of mountain disasters, landslide risks at Geumseongsan in Naju, and countermeasures.
Chairman Seo emphasized, "Safety begins with identifying risks. A substantive understanding of the landslide risks on Geumseongsan and a multidimensional approach at the climate crisis level are necessary."
He further proposed, "Through joint investigations by Naju City, Jeollanam-do Province, the Korea Forest Service, and military units, risk factors should be eliminated, and the Air Force unit must prepare its own disaster countermeasures."
