Issuance and Submission of Resident Registration Certificates and More via 'Toss' App... Service Starts from the 17th
At the End of August, Gwangju Bank to Provide Credit Guarantee Fund Electronic Certificate Receipt Service
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety will provide a service from the 17th that allows easy use of electronic certificates on the Toss app.
To use the service, users need to install the electronic document wallet on the Toss app and issue civil service documents (9 types) such as resident registration certificate, income amount certificate, and tax payment certificate required for account opening as mobile electronic certificates, then submit them to the relevant institutions. The Ministry of the Interior and Safety signed a business agreement with Viva Republica in June to promote the use of electronic certificates and agreed to expand the convenience and accessibility of electronic certificates.
The Ministry plans to gradually expand the number of electronic certificates from the initial 9 types of civil service documents to more than 30 types to enhance public convenience.
Meanwhile, Gwangju Bank and the Korea Credit Guarantee Fund will also accept civil service documents required for financial services and guarantee screening as mobile electronic certificates starting from the end of August and utilize them in their operations. Gwangju Bank has built a system to accept civil service documents required for loan applications as mobile electronic certificates and will start the service from August 30.
Currently, the Ministry of the Interior and Safety provides 100 types of electronic certificates closely related to citizens' lives, including resident registration certificate, building register, and vaccine inoculation certificate, and plans to add 200 more types such as family relation certificates and livelihood qualification/licenses by the end of this year, gradually rolling out the service from October.
Electronic certificates are currently used in operations by 87 public and private institutions, and efforts are being made to promote their use by providing electronic certificate-linked open APIs to all institutions wishing to use them.

Park Deok-su, Director of Public Service Policy at the Ministry of the Interior and Safety, said, "From August, electronic certificates will be available through the Toss app, which is widely used by the public, and Gwangju Bank and the Korea Credit Guarantee Fund will use electronic certificates for loans and guarantee screening, which is expected to further improve convenience. We will continue to collaborate with private leading institutions to ensure early settlement of electronic certificates in citizens' daily lives."
