[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) is strengthening flood prevention measures to protect the lives and property of residents from flood damage caused by heavy rains during the monsoon season and typhoons. The Disaster Safety Countermeasures Headquarters has been established and will maintain a 24-hour emergency duty system until October.
Due to the many low-lying areas and the geographical characteristics of the area where Byeolbitnaerin Stream is located, the district is carrying out various flood and wind disaster prevention projects, focusing on high-risk areas where floods are likely to occur during concentrated heavy rains by establishing customized disaster prevention facilities.
First, the district announced that when sudden heavy rain or Level 1 emergency duty or higher (heavy rain advisory) is issued, all access roads to Byeolbitnaerin Stream will be blocked to prevent safety accidents, and a river patrol team composed of both public and private sectors will be operated to fully prevent safety accidents.
This year, two additional remote barriers were installed at the access roads to Byeolbitnaerin Stream, completing installation on all access roads within Byeolbitnaerin Stream. A total of 45 barriers are remotely controlled from the control room, and strict access control is enforced during nighttime or sudden heavy rain.
Additionally, 27 more CCTVs were installed on access roads and walking trails, operating a total of 50 CCTVs within Byeolbitnaerin Stream to strengthen real-time monitoring and ensure residents' safety.
Furthermore, by April, a comprehensive survey was completed on 317 flood-vulnerable sites and facilities such as construction sites, slope facilities (retaining walls), rivers, and protruding structures (signboards, sunshades), as well as 77 locations within the district at risk of human casualties (rivers, steep slopes, landslide-prone areas).
Focused management is also conducted for 173 households in flood-prone areas such as low-lying underground houses. Weather conditions are communicated by phone, and a care public official service visits the site during emergencies. Efforts are made to prevent flood damage through a rainwater inlet management responsibility system in each neighborhood, including removing illegally installed covers.
In addition, the district completed dredging of 26,177 rainwater inlets installed throughout the area before the rainy season to secure drainage capacity on main and side roads. Continuous circulation work is carried out on rainwater inlets in densely populated areas, habitual illegal dumping sites, and around subway stations to thoroughly prevent damage caused by floods.

Mayor Park Jun-hee said, “We will thoroughly prevent disasters so that not a single safety accident occurs during emergencies through additional installation and thorough inspection of flood prevention facilities at Byeolbitnaerin Stream.” He added, “We will continue to do our best to prevent loss of life and property damage caused by flood and wind disasters through proactive response systems and active flood control administration.”
