Small Business Emergency Action Alliance Files Criminal Complaints Against Government and 300 National Assembly Members
The Small Business Emergency Action Coalition filed a complaint with the prosecution on the 28th, accusing the government and the National Assembly of causing enormous damage to small business owners due to the legislative inaction regarding assembly bans and business restrictions.
On the morning of the same day, the group submitted a complaint to the Seoul Central District Prosecutors' Office against former Prime Minister Chung Sye-kyun, Minister of Economy and Finance Hong Nam-ki, former Minister of Health and Welfare Park Neung-hoo, and all 300 members of the National Assembly including Speaker Park Byeong-seug, on charges of abuse of authority and neglect of duty. They stated, "Due to legislative inaction, 7 million small and medium-sized business owners and self-employed individuals are suffering business losses, closures, bankruptcies, and continuous extreme choices. These extreme choices are tantamount to state-induced deaths caused by the government and the National Assembly neglecting legislative inaction."

The group particularly emphasized, "Administrative orders such as business restrictions after 9 p.m., bans on private gatherings of fewer than five people, assembly bans, and business restrictions, which are uniformly and discriminatively focused on small and medium-sized business owners and the self-employed, violate the principle of prohibition of excess." They continued, "Excessive administrative measures not specified in Article 49 of the Infectious Disease Control and Prevention Act, including restrictions on business hours and usage methods, have caused enormous losses, constituting an abuse of discretion violating the principle of prohibition of excess. The COVID-19 quarantine measures that have destroyed individuals' lives and broken families ultimately infringe upon the basic rights of the people," they argued.
