Full-Scale Resumption of Yeosu Gyeongdo Marine Tourism Complex Development Project
Sea Water Pool, Artificial Beach, and Marine Sports Facilities Construction to Begin Immediately After Permit Approval
[Asia Economy Honam Reporting Headquarters Reporter Shim Kyung-taek] The 1.5 trillion won-scale Jeonnam Yeosu Gyeongdo Marine Tourism Complex project, promoted by the Mirae Asset consortium, is expected to proceed swiftly.
Mirae Asset is coordinating with the Ministry of Oceans and Fisheries and other authorities on permits such as marine area use consultation and shared water surface occupation and usage approval to install seawater pools, artificial beaches, and marine leisure facilities adjacent to the marine-friendly space along with tower-type residences according to the Gyeongdo district master plan. Construction will begin immediately once the permit procedures are completed.
Additionally, tourism-themed facilities such as marina facilities, a convention center with over 1,000 seats, a water park, an entertainment center, commercial facilities, a marine cable car, an outdoor performance hall (plaza), and a coastal promenade will commence construction as soon as the relocation of Gyeongho Elementary School is completed, aiming for completion by December 2024 in line with the opening schedule of the connecting bridge.
Some tourism facilities, including seawater pools inspired by artificial beaches, will be open free of charge to citizens and tourists once the Gyeongdo Marine Tourism Complex is established.
Mirae Asset has agreed to actively consider and reflect the improvement requests from the Jeollanam-do Architectural Landscape Review Committee regarding the tower-type residence lodging facilities and plans to start construction in the second half of the year after re-examination.
Regarding claims that the tower-type residences will be used as residential facilities, it was clarified that according to the Enforcement Decree of the Building Act promulgated on May 4, they cannot be used for housing purposes. These facilities require lodging business registration, and such information will be disclosed at the time of sale. A specialized lodging operation company will be selected to manage the facilities on consignment, ensuring they are used for tourism purposes.
Regarding the new relocation of Gyeongho Elementary School, it was announced that based on the student capacity survey of approximately 300 students proposed by the Yeosu Education Support Office during consultations in 2020, a new school will be constructed with 12 elementary school classes, an attached kindergarten, a large auditorium, and an outdoor golf practice range equipped with the latest facilities.
Furthermore, efforts will be intensified to coexist with the local community by prioritizing participation of companies, businesses, and equipment based in Yeosu, prioritizing local talent employment, prioritizing local businesses for tenancy, and reinvesting 100% of development profits back into the local area.
A Yeosu city official stated, “Once the Gyeongdo Marine Tourism Complex is completed and operational, it will greatly contribute not only to the development of the local tourism industry but also to the revitalization of the local economy. We will make every effort to resolve local community concerns and ensure the project proceeds normally through sufficient consultation and communication with Jeollanam-do, the Gwangyang Bay Area Free Economic Zone Authority, Mirae Asset, and the local community.”

Meanwhile, the development of the Gyeongdo Marine Tourism Complex is expected to create 16,614 jobs during construction and induce production effects of 2.6 trillion won. After operations begin in 2025, it is projected that over 3.85 million domestic and international tourists will visit annually, generating an additional 3,816 jobs and production effects of 205 billion won.
