Heo Seok, Mayor of Suncheon, Selected for Manifesto Pledge Implementation Evaluation Grade A
Three Years into Minseon 7th Term: 85.5% Pledge Fulfillment Rate... Committed to Doing Our Best in the Remaining Year
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Suncheon City, Jeollanam-do (Mayor Heo Seok) announced on the 1st that it was selected as an A grade (excellent institution) in the nationwide basic local government heads' pledge fulfillment and information disclosure evaluation conducted by the Korea Manifesto Practice Headquarters.
This evaluation is significant in that it assessed how well the pledges of the 7th local government term were substantively promoted and transparently disclosed to citizens.
The pledge fulfillment evaluation items included five major areas: pledge completion, last year's goal achievement, resident communication, web communication, and pledge consistency, classifying local governments nationwide into six grades (SA, A, B, C, D, F).
The highest grade SA requires a total score of 70 or more, and grade A requires 65 or more.
Mayor Heo Seok's pledges consist of 73 items across five major areas, including ▲ attracting the second provincial government office to the Shindae district ▲ regularizing plaza debates and friendly conversations ▲ promoting route improvement of the Gyeongjeon Line urban section ▲ enacting a special law for the 70th anniversary of the Yeosun Incident ▲ establishing the largest startup incubation center in the Honam region ▲ building the Southern Coast fermented food industry support center ▲ creating the Yonggyesan Healing Forest ▲ supporting school uniforms for new middle and high school students ▲ introducing a one-year membership for Suncheon citizens to Suncheon tourist sites, among others.
All 73 pledges are highly perceptible to citizens, of which 42 projects such as ▲ citizen-centered city bus route reorganization ▲ expansion of Onnuri bicycles without terminals ▲ operation of the Life Second Act Support Center ▲ interest support project for newlywed couples' housing lease loans were completed early, and 31 mid- to long-term projects such as ▲ installation of the Citizen Public Interest Activity Support Center ▲ utilization of the reservoir at Pungdeok 1 drainage pump station ▲ creation of a waterfront park along Dongcheon Stream ▲ supply of half-price rental apartments for newlyweds and low-income families ▲ budget increase in the agricultural sector are being steadily promoted.
Previously, large mid- to long-term projects pledged by Mayor Heo, such as the route improvement of the Gyeongjeon Line urban section, establishment of the startup incubation center, and fermented food industry support center, were stagnant, resulting in no good results in the manifesto evaluation during the first two years of his term.
However, starting last year, by unraveling the intertwined issues of major pledge projects, the city received excellent evaluations in the 'last year's goal achievement' category.
Additionally, regular hosting of 'plaza debates' and 'friendly conversations' to collect citizens' opinions on city administration and listen to inconveniences, as well as transparent disclosure of COVID-19 confirmed case information, earned good evaluations in 'resident communication.'
By posting and sharing the progress of pledge projects quarterly on the city website and operating channels for opinion collection such as the pledge communication room and Policy Communication First Street, the city also received high scores in the 'web communication' category.
Mayor Heo Seok of Suncheon said, "I am pleased to receive an A grade in the manifesto pledge evaluation, which is a promise to the citizens," and added, "During the remaining year, we will strive to achieve 100% of the 31 ongoing pledges to create a better future Suncheon, and we will continue to communicate tirelessly with the citizens."

The Korea Manifesto Practice Headquarters conducted this evaluation through document reviews and data disclosed on the websites of 226 local governments nationwide over about 120 days starting from March 8.
