Automatic Recharge of Munhwa Nuri Card Selected as an Administrative Excellence Case by the Ministry of Culture, Sports and Tourism
Online Copyright Infringement Response Team and Relaxation of Art Activity Certification Review Criteria
On the 31st, the Ministry of Culture, Sports and Tourism announced that it selected the following as exemplary cases of proactive administration in the first half of the year: 'Cultural Nuri Card that proactively reaches out to vulnerable groups,' 'Joint response with INTERPOL to international online copyright infringement,' and 'Relaxation of the review criteria for artistic activity certification for emerging artists.' Five employees who carried out these tasks were awarded commendations from the Minister of Culture, Sports and Tourism and will receive preferential treatment in personnel matters.
'Cultural Nuri Card that proactively reaches out to vulnerable groups' refers to the improved subsidy recharge system. Last year, subsidies were automatically recharged for Cultural Nuri Card users who maintained their eligibility for benefits. The Ministry explained, "1.27 million users, accounting for 71.7% of all users, use the Cultural Nuri Card without going through a separate application process." The Ministry also implemented rights protection services in cooperation with the Social Security Information Service of the Ministry of Health and Welfare. Approximately 8,500 people who were eligible but unable to receive benefits due to lack of information were supported with the Cultural Nuri Card.
'Joint response with INTERPOL to international online copyright infringement' refers to the online copyright infringement response agreed upon by the Ministry of Culture, Sports and Tourism, INTERPOL, and the National Police Agency in April. An online copyright infringement response task force was established within INTERPOL to conduct international cooperative investigations utilizing a network of cooperation across 194 countries. The Ministry stated, "This is the first project to establish a permanent cooperation system for responding to online copyright infringement," adding, "It will contribute to eradicating the distribution of illegal online copies, creating a fair distribution environment, and ensuring creators receive their rightful share."

'Relaxation of the review criteria for artistic activity certification for emerging artists' refers to improvements in the review criteria for artistic activity certification. Artistic activity certification is a basic requirement for participating in artist welfare programs. It is issued when an artist’s artistic activity achievements or income meet certain standards. Emerging artists with less than two years of artistic experience faced welfare blind spots due to reduced artistic activity achievements caused by the spread of COVID-19. In response, the Ministry revised the 'Enforcement Rules of the Artist Welfare Act' and other regulations. Emerging artists can now receive artistic activity certification if they have at least one artistic activity achievement. Additionally, considering the increase in non-face-to-face artistic activities, new criteria were established to recognize online artistic activities as valid achievements.
