Mapo-gu Conducts Emergency Response Drill at Comprehensive Civil Service Center
Strengthening Safety and Malicious Complainant Response Skills for Civil Servants Providing Happiness Services to Residents... 'Healing Village Travel' Training Offering Recharge Time While Touring Various Spots in Mapo, with Civil Servants and Travel
[Asia Economy Reporter Jong-il Park] Mapo-gu (Mayor Yoo Dong-gyun) conducted a joint mock drill with the Mapo Police Station on the 25th at the district office’s General Civil Service Office to prepare for emergency situations involving verbal abuse or assault by civil petitioners during the response process.
This mock drill was organized to protect civil service officers from verbal abuse and assault by malicious petitioners, which have been occurring frequently recently, and to enhance on-site response capabilities to promptly address secondary damage to other visitors.
On the day, the district conducted training simulating actual situations following the civil petition response manual for each scenario, including calming and mediating petitioners, recording conversations, calling the ‘112 Safety Emergency Bell,’ evacuating affected officers and general visitors, police dispatch, and restraining the offending petitioner, thereby improving response effectiveness.
Since 2019, the district has installed the ‘112 Safety Emergency Bell’ in the district office’s General Civil Service Office, the General Situation Room, welfare civil service departments, and 16 community service centers. When pressed during emergencies, the system transmits real-time alerts to the 112 General Situation Room, enabling immediate police dispatch.
Additionally, in 2017, all staff were provided with recording phones that notify callers in advance that illegal acts such as verbal abuse, profanity, and sexual harassment during phone inquiries will be recorded. From this year, a call connection tone informing mutual respect between residents and staff and prior notice of call recording has also been implemented.
Furthermore, on the 26th, the district held a ‘Healing Village Tour’ program to provide civil service staff, exhausted from work, with stress relief and an opportunity to recharge.
The ‘Healing Village Tour’ was planned to allow participants to explore popular courses of the ‘Walking Along Stories: Mapo Village Tour’ operated by Mapo-gu in one day. Five civil service staff from the Mapo-gu office participated, divided into two groups following COVID-19 prevention guidelines.
‘Walking Along Stories: Mapo Village Tour’ is Mapo-gu’s representative alley tour program featuring professional explanations by Mapo-gu cultural tourism guides combined with engaging storytelling. Up to last year, 25 courses were developed and operated, and this year, due to COVID-19, the available courses were adjusted to operate a total of 14 courses.
The ‘Healing Village Tour’ courses conducted this time included four routes: ‘Yeonnam, A Windy Good Day,’ ‘Come to Aeogae-ro,’ ‘Hidden Alleys Around Book Street,’ and ‘Onggi, Dohwa, Pumda.’ Through these, participating staff had time to heal their body and mind while visiting meaningful places in Mapo that are often overlooked.
The district stated that it will continue to pay attention to programs aimed at improving civil service and staff healing, and will strive to develop and operate non-face-to-face tour programs to complement the limitations of offline travel caused by COVID-19.
