14 Provincial and Metropolitan Education Chiefs Issue Statement Expressing Regret Over Seoul Education Chief's Investigation by the Corruption Investigation Office for High-Ranking Officials
[Asia Economy Reporter Hyungsoo Park] Fourteen metropolitan and provincial superintendents of education expressed deep regret and concern regarding the Seoul Metropolitan Office of Education's special recruitment procedure.
On the 13th, the 14 superintendents issued a statement saying, "Although the Seoul Metropolitan Office of Education's special recruitment case is a matter that should be improved institutionally, the Board of Audit and Inspection judged the case disregarding the purpose of the special recruitment from an excessive formalistic perspective."
They continued, "The Corruption Investigation Office for High-ranking Officials (CIO) was established to punish 'serious crimes' of high-ranking officials, yet it decided to make this case its first investigation, leaving aside power-related corruption cases."
The superintendents explained, "The special teacher recruitment system belongs to the superintendent's exclusive authority and is implemented based on the necessity of reinstating teachers who had no choice but to leave the teaching profession due to the era's circumstances, social conditions, or internal school conflicts."
They stated, "The 2018 Seoul Metropolitan Office of Education special recruitment case is judged to have complied with the legality of the public selection format while maximizing the purpose of the special recruitment system." They added, "However, if institutional shortcomings are identified while reviewing the Seoul case, there is a need for supplementation."

The superintendents who attended the 78th General Assembly of the Council of Metropolitan and Provincial Superintendents of Education held in Gwangju on the day discussed the related matter and issued the statement. Among the 17 metropolitan and provincial superintendents nationwide, Daegu and Gyeongbuk, besides Seoul, the party involved, did not sign the statement.
