Yoon Young-seok, a member of the National Assembly (56), who declared his candidacy for the People Power Party leadership election, proposed a four-year renewable term system. Yoon stated, "The constitution should be amended in a way that can check the president's powers," adding, "With a four-year renewable term, there will be a general election once every two years and a presidential election once every two years, allowing for mid-term evaluations to prevent presidential overreach." If the constitutional amendment is made before next year's presidential election, it would enable the 2022 presidential election, 2024 general election, 2026 presidential election, and 2028 general election.
Additionally, he said, "The constitutional amendment should proceed in a direction that raises the power of local governments to nearly the level of German state governments, strengthening financial and personnel authority."
Regarding party reform, he diagnosed that "the party must transform into a digital party to communicate with the public and encourage party member participation." He stated, "We will build a digital platform to continuously gather party members' opinions and ensure that legislative power reflects the will of the people." This means that if the public proposes a bill through the digital platform, it will be promoted as party legislation through party member voting.
On inter-party relations, he suggested regular meetings between party leaders. Yoon said, "Dialogue and negotiation between ruling and opposition parties are parliamentary democracy," and promised, "There is a need for party leader talks about once a month. I will institutionalize this."

Meanwhile, regarding the pardon issue of former presidents Lee Myung-bak and Park Geun-hye, he drew a line. He said, "I do not intend to request pardons from the Moon Jae-in administration," and added, "After the People Power Party comes to power, we will ask the public's opinion and decide on pardons." This indicates caution against the current government using the pardon issue as a card for political maneuvering.
