View original image[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] On the morning of the 3rd, Gwangju Metropolitan City selected and awarded nine public officials as outstanding proactive administration officials for the first half of 2021 at the City Hall Business Room, recognizing their contribution to city development and citizen convenience through proactive and creative work execution.
The highest grade was awarded to Investment Attraction Division officials Kim Hoon, Administrative Officer, and Park Seok-gil, Senior Officer, who led related legal amendments allowing administrative boundary adjustments within a single industrial complex without complete agreement among adjacent local governments.
This can be applied to the Bitgreen Industrial Complex and Advanced 3 District development, and is expected to be utilized to resolve conflicts among other local governments, such as Yulchon Industrial Complex and Gumi Industrial Complex, which have remained unresolved for over 20 years.
The excellent grade was awarded to Urban Planning Division Senior Officer Kwon Do-hyun, who conducted public discussions through collaborative meetings with developers, environmental groups, and autonomous districts to prevent large-scale indiscriminate housing development in the Mudeungsan area and improved related systems based on this; and to Women and Family Division Senior Officers Song Kyung-jong and Kim In-sook, who resolved conflicts between engaged couples and wedding businesses caused by COVID-19 administrative orders through a win-win agreement and provided disaster relief funds to pregnant women and newlyweds.
The encouragement grade was awarded to General Construction Headquarters Architecture Division Senior Officer Kim Kwan-hwi and Administrative Officer Shin Kyu-cheol, who reduced the budget by selling blasted rock generated during the remodeling of Mudeung Baseball Stadium; and to Health and Environment Research Institute Air Environment Division Senior Officers Yang Yoon-chul and Park Jin-hwan, who provided customized technical support to small-scale, low-income air pollutant emission businesses.
The city plans to spread the selected excellent cases to all departments and bureaus to encourage proactive administration, provide incentives to the selected employees to motivate proactive administration, and thereby expand the culture of proactive administration.
Last month, Gwangju established an execution plan for proactive administration consisting of 14 core tasks in four major areas and has been leading support for proactive administration by implementing systems such as litigation cost support for proactive administration officials and pre-consultation systems to provide clear interpretations and standards for unclear laws and regulations.
This year, the city will promote expanding the committee composition to strengthen committee expertise and pilot the citizen application system to guarantee citizen participation.
