Unlike administrative litigation, which only judges the illegality of a disposition, administrative appeals serve as a means to remedy citizens' rights by judging unfairness as well. There is no separate cost, and for claimants who are economically disadvantaged, the appointment of court-appointed attorneys is provided free of charge.
