Mayor Heo stated, "Changwon City is a maritime city with a 324 km coastline, and the discharge of radioactive contaminated water from Japan poses a threat not only to the livelihoods and safety of fishermen living in Masan Bay, known for its clear waters, but also raises serious concerns about the destruction of the marine ecosystem."
Heo also shared a message urging the withdrawal of the contaminated water discharge on social networking services (SNS).

Mayor Heo Seong-mu of Changwon City joined the campaign after being recommended as a relay challenger by Yoon Sang-gi, Mayor of Hadong County. He nominated Lee Chi-woo, Chairman of Changwon City Council, Choi Ki-cheol, Head of Masan Fisheries Cooperative, and Noh Dong-jin, Head of Jinhae Fisheries Cooperative, as the next relay participants.
