[Asia Economy Reporter Kim Hyung-min] On the 22nd, the Suwon High Prosecutors' Office, which is leading the investigation into the illegal travel ban case involving former Deputy Minister of Justice Kim Hak-ui, directly requested the convening of the Prosecutorial Investigation Deliberation Committee from Acting Prosecutor General Cho Nam-gwan (Deputy Chief Prosecutor of the Supreme Prosecutors' Office).
This is interpreted as showing confidence that even if the Investigation Deliberation Committee is convened, an indictment opinion may be adopted, in response to Seoul Central District Prosecutor Lee Sung-yoon's side applying for the convening of the Investigation Deliberation Committee at the Suwon District Prosecutors' Office in the afternoon and requesting the convening of the Expert Investigation Advisory Group to the Supreme Prosecutors' Office.
The prosecution explained that since it takes considerable time to form the committee, deliberate, and vote to decide whether to refer the matter to the Supreme Prosecutors' Office's Investigation Deliberation Committee when a party involved in the case applies for its convening, the head of the Suwon High Prosecutors' Office directly requested the convening.
The Investigation Deliberation Committee was introduced in 2018 as a system to review the investigation process and evaluate the legality of the results in cases where public suspicion has been raised.
Although the committee's recommendations are not binding and the prosecution is not required to follow them, they tend to have significant influence.

Additionally, the prosecution stated that the Expert Advisory Group is a system convened ex officio by the Prosecutor General when there are disagreements between the Supreme Prosecutors' Office and local prosecutors' offices regarding the investigation or handling of important cases, so it does not apply to this case.
