[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Goheung-gun, Jeollanam-do (Governor Song Gwi-geun) is facing deepening labor-management conflicts as the nationwide integrated public officials labor union Goheung-gun branch (Branch Chief Jang In-hwa, hereafter Public Officials Union) is urging the county to fulfill the collective agreement signed in 2018, which has not been honored.
On the 7th, Jang In-hwa, branch chief of the Public Officials Union, said, “Since last year, we have been demanding the ‘disclosure of the list of promotion candidates within the multiple range,’ but Goheung-gun has refused citing ‘side effects’ and ‘non-negotiable matters.’”
Branch Chief Jang stated, “Since this collective agreement was signed with Governor Song Gwi-geun during the 7th elected term, it is unreasonable to now claim side effects and non-negotiable matters,” urging sincere compliance.
Earlier, the Public Officials Union published the results of the collective agreement implementation inspection in last month’s union newsletter, and although the county explained through the union’s website free bulletin board, the union posted a rebuttal, further escalating the conflict.
The Public Officials Union said, “Do not dismiss it as a non-negotiable matter without understanding the meaning of negotiation and agreement,” and added, “The disclosure of the list of promotion candidates within the multiple range does not infringe on appointment authority but clarifies the obligation of notice imposed on the appointing authority, so the collective agreement must be faithfully implemented.”
Furthermore, they emphasized that the disclosure of the list of promotion candidates within the multiple range is a transparent and predictable personnel policy and an agreement content that must be upheld.

The collective agreement signed between Goheung-gun and the Public Officials Union consists of 82 articles covering major topics such as union activities, personnel, working conditions, welfare, maternity protection and gender equality, education and training, public service reform, and eradication of corruption.
