Participant Autonomy 21 Urges Swift Amendment of Gwangju City Building Height Management Standards Ordinance
Administrative Procedures Criticized for Apartment Construction on Honam University Ssangchon Campus Site
[Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Participatory Autonomy 21 has raised its voice urging the prompt implementation of the amendment to the Gwangju Metropolitan City Building Height Management Standards Ordinance.
On the 6th, Participatory Autonomy 21 stated in a press release that they demand Mayor Lee Yong-seop of Gwangju Metropolitan City to keep his promise of limiting apartment construction to 30 floors or less.
They said, “Mayor Lee has repeatedly stated that only apartment buildings up to 30 floors will be allowed to ensure citizens’ views of Mudeungsan Mountain and to address problems caused by the indiscriminate proliferation of high-rise buildings,” adding, “However, the Urban Planning Committee and Gwangju City are ignoring the mayor’s administrative philosophy and are finalizing administrative procedures for apartment construction on the Honam University Ssangchon Campus site.”
They continued, “At this site, administrative procedures are underway to build 3 out of 14 buildings at 34 floors,” emphasizing, “The Urban Planning Committee failed to prohibit buildings over 34 floors and treated it as a ‘recommendation,’ betraying citizens’ expectations.”
They further stated, “With this decision by the city administration and the Urban Planning Committee, citizens’ dreams of escaping the gray apartment city have once again been betrayed,” and “The sunlight rights of nearby residents and the views of Mudeungsan Mountain and key points of Gwangju for its citizens have been trampled upon due to the high-rise apartments.”
They also claimed, “The ultra-high-rise apartments built at the gateways and throughout the downtown area of Gwangju have distorted wind paths, blocking the city’s breathing holes,” adding, “If 34-floor apartments are allowed here, it will be difficult to prevent the mushrooming of ultra-high-rise apartments and buildings in the city center in the future, and Gwangju’s breathing holes will be completely blocked.”

Moreover, they added, “We request that the city administration consider the citizens’ aspirations and the mayor’s administrative philosophy, interpret the Urban Planning Committee’s recommendation decision in the spirit of conditional approval, and change the apartment construction plan to 30 floors or less.”
