Enhancing User-Centered Data Opening and Public-Private Cooperation for Public Data Utilization
[Asia Economy Reporter Lim Cheol-young] On the 1st, the Ministry of the Interior and Safety held the Public Data Strategy Committee jointly with related ministries at the Government Seoul Office and deliberated and resolved six agenda items, including the 'Public Data Opening 2.0 Promotion Strategy.'
To meet the diverse market demands for public data, whose role and importance are increasing as a fundamental resource for the Korean New Deal, digital government, and data economy, a paradigm shift to 'Public Data Opening 2.0' will be promoted.
High-quality data will be opened with a user-centered approach. The Ministry of the Interior and Safety will strengthen the opening of data closely related to citizens' lives, such as COVID-19 and disaster safety, as well as data necessary for private industry development, such as new industry data. It will continuously collect demands from citizens and companies through corporate meetings and online/offline surveys. Additionally, a 'preventive quality management' system reflecting data standards before public data generation will be fully introduced.
Various forms of public data will be provided in convenient ways. Moving beyond the existing opening of mainly structured data, various data including unstructured data will be opened not only as simple file formats but also through multiple methods such as open APIs. Unstructured data such as images, videos, text, and Internet of Things (IoT) data will be gradually opened for use in artificial intelligence (AI) learning. Data that could not be opened due to privacy reasons, such as national tax and healthcare data, will be provided using methods like authenticity verification and MyData.
Public-private cooperation will be strengthened to enhance the utilization of public data. The Ministry of the Interior and Safety will expand collaboration with citizen developers and for solving social problems, and collect and generate data through crowdsourcing methods involving the public. Furthermore, to make public data easily accessible and usable, a 'public data curating service' will be promoted, and support for nurturing data companies will be strengthened by connecting public institutions needing data construction and processing with specialized companies.
Moreover, this year’s national priority data opening will be carried out in 26 fields across six major thematic areas, including healthcare directly related to public health and new industry data such as autonomous driving. To actively support overcoming COVID-19, the healthcare thematic area will discover and open data in seven fields, including infectious disease spread response information, medical treatment information, infectious disease management facility information, drug safety information, and clinical trial information. To promote the growth of the domestic autonomous driving industry, various unstructured data such as precision road maps combined with drone footage and driver behavior and physical condition data in dangerous situations, as well as IoT sensor data acquired from vehicles, traffic signals, and roads, will also be opened.

Minister Jeon Hae-cheol said, "Since the enforcement of the Public Data Act in 2013, public data has contributed to creating various economic and social values. Recently, to support the early overcoming of COVID-19, vaccination site data was opened, and the 'National Secretary' service was launched through joint use of public data among agencies and public-private cooperation." He added, "In the era of the 4th Industrial Revolution, by providing various forms of public data in diverse ways that users want, we will lead the digital New Deal and take a step further with 'Public Data Opening 2.0' to join forces with the private sector and help solve social problems."
