[Asia Economy Reporter Lee Gwan-joo] A pre-arrest warrant has been issued for a Pocheon city official suspected of land speculation near a planned subway station site. This is the first case of arrest related to the real estate speculation investigation triggered by the Korea Land and Housing Corporation (LH).
On the 29th, the Uijeongbu District Court held a pre-trial detention hearing (warrant substantive examination) for Pocheon city senior official Mr. A on charges of violating the Act on the Prevention of Corruption and the Establishment and Operation of the Anti-Corruption and Civil Rights Commission (using business secrets) and issued an arrest warrant that afternoon.
A Uijeongbu District Court official stated, "The warrant was issued due to concerns over evidence destruction."
Mr. A is suspected of using insider information to purchase about 2,600㎡ of land and a one-story prefabricated building near the planned site of the extended urban railway line last September, jointly owned with his wife. The purchase cost of 4 billion KRW was financed through secured and unsecured loans.
The police have been investigating on the premise that Mr. A speculated using insider information he obtained while handling the urban railway extension project.
With the issuance of the arrest warrant for Mr. A, the government joint special investigation headquarters (Special Investigation Headquarters), led by the National Police Agency’s National Investigation Headquarters, is expected to gain momentum in its speculation-related investigations. Until now, many in the legal community have viewed proving the ‘use of insider information’ by public officials as key to prosecution.
