'Re-bidding' for Incheon Cheongna Medical Complex Town: Business Proposals Accepted Until May

The Incheon Free Economic Zone Authority announced on the 29th that it recently posted responses to over 90 official written inquiries received since the project announcement at the end of January on the city and economic authority websites.
The inquiries covered various topics including restrictions on certain facilities specified in the bidding guidelines, the scope of project coordination by the competent authorities, the status of the representative general hospital as a joint project operator, and the future project schedule.
The Incheon Free Economic Zone Authority is conducting on-site business briefings individually for about 30 representatives from 10 companies that submitted applications until the 31st. Subsequently, project proposals will be accepted until May 28, followed by an evaluation process, with the preferred negotiation candidate scheduled to be selected in July.
Previously, this project was canceled in the first bidding round in March last year due to no submissions of project proposals.
Considering the large scale of the Cheongna Medical Complex Town project and the negotiation period experiences from other projects promoted in the Incheon Free Economic Zone, the Incheon Free Economic Zone Authority changed the schedule to establish an SPC within 10 days from the project agreement signing date and to conclude the project agreement within 120 days (extendable by 30 days) from the preferred negotiation candidate selection date.
Originally, the schedule was to establish an SPC within 60 days and conclude the project agreement within 90 days from the preferred negotiation candidate selection date.
To reduce the financial burden of installing medical facilities, the Incheon Free Economic Zone Authority supplies land for support facilities (30%) at about 60% of the appraised value and mandates that the resulting development profits be invested in industrial facility sites, general hospitals, and similar.
Additionally, 3,000 officetel units for employees of the medical complex town are permitted, and life accommodation facilities combining hotels and hospitals called 'Meditel' with 700 units are allowed only for rental purposes.
The Cheongna Medical Complex Town will be developed on a 261,635㎡ site in 601, Cheongna-dong 1(il)-dong, Seo-gu, Incheon, a free economic zone, featuring a general hospital with over 500 beds, medical bio-related industry-academia-research facilities, office facilities, and retail facilities.
