Park Young-sun Campaigns in Seocho-gu, Emphasizes Promise of 'Underground Gyeongbu Expressway... Half-Price Apartments'
"Will Carefully Examine Each Area Where Reconstruction and Redevelopment Progressed Slowly"
[Asia Economy Reporter Oh Ju-yeon] On the 28th, Park Young-sun, the Democratic Party of Korea's candidate for Seoul mayor, who held a focused campaign rally at the Express Bus Terminal Plaza in Seocho-gu, pledged to underground the Gyeongbu Expressway that runs through Seocho-gu. The space secured through this plan will be used to create an ecological park and to supply half-priced apartments at 10 million KRW per pyeong.
On this day, Candidate Park stated, "If we underground the 6km stretch from Hannam Bridge entrance to Yangjae, more than 100,000 pyeong of land will be secured," adding, "We will create an ecological park on 50,000 pyeong and supply half-priced apartments at 10 million KRW per pyeong on the other 50,000 pyeong."

Candidate Park said, "The amount of parks created and the ratio of green spaces secured will be the greatest competitiveness of the city," and added, "I believe that anything that can be undergrounded should be done as quickly as possible." She explained that by connecting the city, which has been segmented by roads, with parks, the city will take on a new appearance.
She also emphasized that she will promote 'public-private partnership' reconstruction and redevelopment projects where the public and private sectors cooperate.
Candidate Park said, "I will promote public-private partnership reconstruction and redevelopment," and added, "I will personally visit each place where reconstruction and redevelopment have been slow to manage them." She explained, "The reason for the delays has been that in private-led development, residents have not been able to reach agreements among themselves, or there have been conflicts over profit distribution related to sales because the public-led and private-led parties did not align their interests. To resolve this, I will disclose the sales cost and create a participatory model where both public and private sectors participate together."
In addition, she promised, "I will form a special task force to revitalize redevelopment and reconstruction to support one-stop administrative processing, and also prepare support measures for association members, tenants, and small business owners who lack the capacity to pay their shares," and pledged, "By revitalizing redevelopment and reconstruction projects that have been blocked by the uniform 35-floor height limit, I will return the beautiful Seoul skyline to the citizens."
Candidate Park said, "If redevelopment and reconstruction are approved in a week like candidate Oh Se-hoon, Seoul will become a speculative hotspot again," and added, "For redevelopment and reconstruction to be revitalized, it is necessary to clearly distinguish between what the public sector should support and what the private sector should lead."
