People Power Party Jeju Provincial Assembly Members: "Chairman Jwa Nam-su, Don't Do Solo Politics"

On the 12th, members of the Jeju Provincial Council from the People Power Party stated that the ‘Agreement on Collecting Residents' Opinions on the Second Airport,’ signed between Jeju Province and the Jeju Provincial Council in December last year, does not represent the opinions of all council members.
People Power Party council members Oh Young-hee, Lee Kyung-yong, Kang Yeon-ho, Kim Hwang-guk, and Kang Chung-ryong held a press conference at the Jeju Provincial Council press room on the same day and condemned, “On the 11th, Chairman Cho Nam-soo’s statement that ‘the decision to normally promote the Jeju Second Airport after the residents' opinion survey broke the agreement with the council not to provoke conflicts’ is not the opinion of the entire council but Chairman Cho’s ‘solo chairman politics.’”
They continued, “The agreement on collecting residents' opinions on the Second Airport was never approved in a plenary session. Council agendas fundamentally require a plenary session for discussion and decision-making through voting to reflect the residents' will and have representativeness. Mentioning the chairman’s personal opinion as the entire council’s opinion infringes on the council members’ decision-making rights.”
Regarding the statement by Democratic Party council members Park Won-cheol and Hong Myung-hwan on the 11th that Governor Won ignored the agreement between Jeju Province and the council under the pretext of expert consultation and distorted the residents' will, they rebutted, “The agreement was unilaterally decided by specific Democratic Party council members and is only an agreement related to collecting residents' opinions on the Second Airport, not an agreement of the entire council.”
They urged, “The two council members who represented specific constituencies and officially incited regional conflicts, turning Jeju into a hotbed of conflict, should apologize.”
Regarding Chairman Cho Nam-soo, they criticized, “Agreeing on behalf of the council without asking the entire council’s opinion through a plenary session is an ultra vires and transcendental act by a chairman without authority interfering in matters beyond his jurisdiction.”

They also demanded, “The Ministry of Land, Infrastructure and Transport and the Ministry of Environment should not shift the conflict issues of the Second Airport to Jeju Province but prepare conflict resolution measures at the central government level and normally promote the construction of the national project, the Second Airport.”
